Carl Hooks

Research Analyst

Carl is passionate about projects that create more resilient, inclusive, and innovative cities around the world.

 
Drawing on a multidisciplinary and international background, Carl provides a broad range of research and analytical support for HR&A projects. In the Inclusive Cities practice, he created GIS maps to visualize responses for the Blueprint for Baltimore community survey and worked with the Ford Foundation to advance a progressive federal housing policy agenda. He also assisted an inclusionary zoning study for the City of New Haven, CT, and analyzed downtown residential, office, and retail demand in the Jacksonville Transit Authority’s transit-oriented development corridor.
 
Before joining HR&A’s New York office, he studied abroad in Beijing, China for two years as a Yenching Scholar and researched sustainable urban development at the International Institute of Green Finance.
 
Carl holds a Master of Economics from the Yenching Academy of Peking University and a B.A. in International & Area Studies from Washington University in St. Louis.
