David DeVaughn

Director

David uses an equity and inclusion lens to strive for systems change within public policy and economic development.

 
As a Director in HR&A’s Inclusive Cities practice, David leverages over five years of experience in food justice and food security policy change on top of three years of investment consulting. He previously served as the Director of Public Policy at City Harvest and led organization-wide policy and advocacy efforts. In this role, David led staff as they worked with communities on hyper-local and citywide campaigns to connect food security to systemic issues.
 
David was a National Urban Fellow at the National League of Cities and worked across the organizational initiatives of the Center for Federal Relations, Institute for Youth, Education, & Families, and Sustainability. He started his career at Cambridge Associates as a Senior Associate and consulted with professionals on investment portfolios for private families and educational non-profits.
 
David holds a Master in Public Administration from the Marxe School of Public and International Affairs at Baruch College, where he was also a National Urban Fellow, Class of 2013. He is a ProInspire Fellow, Class of 2011. David completed his undergraduate studies at Williams College, Class of 2007, majoring in American Studies, with a minor in Latinx studies.
