Elizabeth creates development solutions to align public sector priorities with market realities.
Elizabeth is an experienced planner and policy analyst with a background in community development, food justice, and youth education. She has worked to support improved food access from urban farms and worked at the International Food Policy Research Institute. Prior to joining HR&A, Elizabeth provided pre-development services to municipalities in North Carolina at the Development Finance Initiative. At the Economic Innovation Group in Washington, DC, Elizabeth researched trends in economic dynamism and social mobility.
Elizabeth holds a Masters of City and Regional Planning from the University of North Carolina at Chapel Hill with a concentration in economic development. She holds a Bachelor of Arts in Geography and French from the University of California, Los Angeles.
