Nina Bennett

Nina advises clients on challenges at the nexus of public operations, financial feasibility, and local economics.

 
Nina recently joined HR&A’s growing Dallas practice. Her areas of expertise include economic incentives, fiscal impacts, public revenue generation, competitive tax structures, performance measurement, and value-driven capital investment planning. Nina joins HR&A from Public Financial Management Inc, where as a Senior Managing Consultant she helped local governments across the country to streamline service delivery, reduce avoidable costs, and better align operations and public priorities.
 
Nina also served as core staff to the National Resource Network, a HUD-funded initiative that brought together a consortium of technical assistance providers to support cities struggling to recover from the Great Recession. Nina oversaw the development and deployment of the consortium’s diagnostic services, providing over 60 municipalities nationwide with intensive, in-depth assessments of their municipal operations, citywide challenges, and untapped resources. Earlier in her career, she staffed a downtown improvement district, redesigned federal rural health care grants, and served as an interpreter for asylum seekers.
 
Nina has an Masters’ in City Planning from the University of California, Berkeley as well as a B.A. in Public Policy from the University of Chicago.
