Since joining the firm in 2012, Olivia Moss has helped public and private sector clients navigate complex policy changes, planning processes, and real estate transactions to realize their goals.

 
As a leader in HR&A’s real estate practice, Olivia specializes in crafting compelling development plans, demonstrating project feasibility, impacts, and benefits, and implementing public-private partnerships to deliver transformative projects. She has recently supported several large-scale transactions, including the procurement of a long-term asset manager to program and operate the Transbay Transit Center in San Francisco and the successful execution of a development agreement to transform key Mecklenburg County-owned sites in Uptown Charlotte into a vibrant mixed-use development. Olivia is currently advising the Battery Park City Authority on key public policy and real estate matters and is supporting a group of New York City-based developers in preparation for development following a proposed rezoning in Brooklyn.

In addition, Olivia manages projects to evaluate the benefits and impacts of large-scale infrastructure investments and prepare clients to rollout or respond to major policy changes. She recently produced a study for Friends of Waterfront Seattle that identified how a new waterfront park and roadway improvement project in Downtown Seattle will benefit the economy, enhance surrounding communities’ quality of life, and drive toward local equity goals. Olivia also created a strategy for Multifamily Affordable Housing in Detroit, which established concrete production and preservation goals and a policy roadmap for the City.

Prior to joining HR&A, Olivia supported development and planning at the Hudson River Park Trust, where she worked with the Trust’s staff to explore options for development and programming within the park in an effort to generate additional funding sources for the park’s ongoing expansion, maintenance, and operations. Previously, she served as the Director of Leasing for a Manhattan property owner, managing residential leasing for a portfolio of multifamily buildings throughout Manhattan.

Olivia holds a Bachelor of Arts in Communication with Honors from the University of Washington and a Master of Science in Real Estate Development from Columbia University.
